When he says the top clubs should be allowed to field their teams in the lower leagues but never allowing them to be promoted to the top flight, just like in his homeland of Spain, where the likes of Real and Barca have their reserves in the 2nd tier of football.

Or should it stay as it is, with players being loaned out to smaller lower league clubs, as it would be detrimental to lower grass roots football. Small towns with clubs in the lower leagues being over shadowed by the likes of Liverpool, Man Utd, Chelsea and Arsenal reserves taking away 4 places from the likes of, eg Yeovil, Northampton, Scunthopre, Doncaster etc.

What do you think ?

Absolutley no way, clubs like my Arsenal should be loaning players out to championship sides or league sides for a whole season, thats the best way. If these players are sucessful whilst on thier loan period but not deemed by the loaning club to feature in their future plans, then these players would have been seen by scouts from other clubs and could be bought by other teams, whilst getting in match practice.
It would be wrong also for some towns and cities to loose thier football club just because of the will of the bigger clubs wishing to see thier "reserve sides" play in a proper leauge.

Absolutely not! THe gap between the big clubs and the grass root ones are getting bigger and bigger, this would just make the situation worse!

I think it would be wrong, Arsenal have a good scouting network and pick out good young players from all over Europe, much to the chargrin of some. However some of these young players go out on loan to chapionship sides.
Recently Manchesters, City and Unitedl, West Ham and Southampton have been bringing through good young talent. You only have to look around the premiership to see the players West Ham have brought through.
United and City are known to loan out a lot of thier young up and comming players to get them match action, Beckham in the past for Utd and City with Casper Schmeical at present, to name but 2. I am also under the impresion they loan them out to local clubs as well, like Bury, Preston, Oldham, Stockport.
I am sure a fan of either club could clarify this.
I would not like to see an Arsenal reserve team playing in the championship at the expense of any club currently in the lower leagues.
